Where are AID and AII?

The Socioeconomic Influence Area of ​​the Porto Central project was subdivided into an Area of ​​Direct Influence (AID) and an Area of ​​Indirect Influence (AII).

The Socioeconomic AID is formed by the municipalities of Marataízes (ES), Presidente Kennedy (ES) and São Francisco do Itabapoana (RJ); and AII, for Cachoeiro do Itapemirim (ES), Itapemirim (ES) and Campos dos Goytacazes (RJ).

According to the Brazilian Institute of Geography and Statistics (IBGE), the entire Area of ​​Influence has 7.3 thousand km2 of territorial extension, housing a population of 854,986 people.

How were AID and AII defined?

The areas of influence are those affected directly or indirectly by the positive or negative impacts arising from the project during its various phases. These areas normally assume different sizes, depending on the variable considered (physical, biotic or socioeconomic environment). The technical criteria for defining the areas of influence of Porto Central are presented in the EIA/Rima.

Why is the Municipality of Itapemirim not part of the Area of ​​Direct Influence?

Itapemirim will suffer impacts, but less intensely than those municipalities closer to the port and its operations, such as Presidente Kennedy, Marataízes and São Francisco do Itabapoana. This does not prevent the Municipality of Itapemirim from participating in Social Participation Forums and programs related to regional development as a whole.

What will be the access roads to Porto Central?

The main access roads to Porto Central are: ES-060 and ES-162, in Espírito Santo, and RJ-224, in Rio de Janeiro. In the future, the extension of the paving of ES-297 will also serve as access to the port.

What will rail access to Porto Central be like?

Rail access to Porto Central will be made possible mainly by the EF-118, currently under development by Vale S.A. This railway will have sections implemented up to Anchieta (ES), with a branch to Ubu, and the start of operation is scheduled for 2030. Vale is also in charge of preparing the Basic Design for the stretch between Anchieta and the border with the State of Rio de Janeiro, passing through the Porto Central’s gate. The construction and operation of this section will be defined by the federal government.

 

Furthermore, the construction of the future EF-352 railway is planned, which will connect Presidente Kennedy (ES) to Conceição de Mato Dentro and Sete Lagoas (MG), reaching Anápolis (GO). These railways will provide an economical and competitive logistical alternative for the export and import of various types of cargo, such as liquid bulk, iron ore, grains, fertilizers, general cargo, containers and other commodities.

Is there provision for pipeline access?

Yes, Porto Central is planning the implementation of a pipeline network, in a specific space for the installation of these corridors, as part of its access infrastructure. These pipelines will be used for the safe and efficient transportation of cargo, including bulk liquids and natural gas, as well as for utility services.

Thus, Porto Central will play an important role as a center for receiving and distributing natural gas for the region and its hinterland, and can be connected to the national network of gas pipelines, such as Gascav/Gasene, which extends from the Cabiúnas Terminal in Macaé ( RJ) to the Serra Intermodal Terminal Station in Vitória (ES).

Furthermore, the strategic location of Porto Central, close to offshore oil and natural gas production fields, makes it possible to develop a new maritime gas pipeline for the flow of associated gas, which can be treated and commercialized using the infrastructure available at the port.

Technical studies conducted by the Energy Research Company (EPE), of the Ministry of Mines and Energy, have already identified Porto Central as one of the possible locations to receive a new offshore route (Route 6), as well as a new pipeline with a length of 332 km, starting from the interconnection at GASCAV – Porto Central, going to the GASBEL pipeline in Minas Gerais.

Where will Porto Central operate?

Porto Central will be located in the Municipality of Presidente Kennedy, in the south of the State of Espírito Santo. The area is located in the center of the Brazilian coast, in the Southeast Region of Brazil, close to the country’s main producing and consuming centers, such as São Paulo, Rio de Janeiro, Minas Gerais, Goiás and Mato Grosso, with a market with more than 100 million consumers.

Why did the port choose to stay in Presidente Kennedy (ES)?

President Kennedy’s position is strategic for the consolidation of Porto Central as a hub for receiving and distributing cargo through the different modes that access it, connecting to the main international routes.

The area chosen for the development of Porto Central was also previously identified by the National Waterway Transport Agency (Antaq), in the General Plan of Authorizations for the Port Sector, as a priority and ideal for the installation of a deep water port.

The Municipality of Presidente Kennedy and its surroundings are areas with low population density, with a prevalence of rural areas, part of which is used for pasture. Geographically, it has flat areas suitable for the development of port infrastructure and other synergistic projects. It is also considered the ideal location for renewable energy generation projects, given its excellent solar and wind conditions.

President Kennedy has financial resources and a strategic interest in adding value to businesses in the oil and gas production chain, through the implementation of the necessary public infrastructure, such as roads, public lighting, schools, sanitation, health centers, public services, etc., important for welcoming Porto Central and increasing the quality of life of its population. The municipality is located in the State of Espírito Santo, which has a natural vocation for infrastructure and logistics.
