What security procedures are adopted?

The health and safety policy will be completed and implemented at the beginning of the installation (of works) at Porto Central.

 

 

Will there be interference with the road system? Which?

Interferences in the road system will be due to the movement of vehicles in the service of Porto Central to supply inputs and workers for the construction, which will require an increase in the flow of vehicles during Phase 1 on the following roads: ES-060, ES- 162, a road that connects the community of Mineirinho to ES-162, with implications particularly for the communities of Marobá, Praia das Neves, Jaqueira, Santo Eduardo, Santana Feliz and Campo Novo, in the municipality of Presidente Kennedy (ES), and RJ- 224 /204, with the latter, for the installation of Phase 1, only transporting workers from São Francisco do Itabapoana and Campos de Goytacazes to the construction site.

 

Due to the influence on vehicle movements on the aforementioned roads, due to the installation and operation of Porto Central, the execution of a Road System Interference Mitigation Program (PMISV) was established as an environmental condition for Porto Central, which provides for among its various plans, the Regional Traffic Control and Monitoring Plan (PRCMT), already discussed and agreed with municipal and state traffic authorities, working in AID. This program foresees actions that will mitigate the potential impacts expected for communities along the roads and users of these, with signage, educational campaigns and permanent inspection of input transporters to Porto Central, to increase traffic safety on these roads.

How are customs issues handled?

We will establish customs clearance procedures in accordance with local and international laws and regulations.

 

Are there specific policies regarding smuggling and illegal activities?

With the arrival of workers and the increase in population, will there be measures to ensure the safety of women, both in the workplace and in the community?

There are several social programs to monitor security indicators in the region. The municipal departments of Security, Social Assistance and others are part of the Social Participation Forums, the place where these topics are discussed and addressed. Furthermore, there is a line of action within the Environmental Education Program (PEA) that addresses the specific topic related to the community and workers, bringing into its reflection the care and respect for the residents who are around the project.

 

Labor contracts will contain provisions for penalties for workers and suppliers who are involved in situations of weakening security and disturbing local peace. Other PEA lines of action will address the issue, whether with workers or with communities, especially those where there is a greater influx of people from other places.

What measures will be taken to ensure community safety, especially considering possible land or cultural conflicts?

Porto Central is in constant dialogue with communities and local public authorities. This way, in partnership and with due monitoring of indicators, it will be possible to identify risks and devise strategies to deal with possible conflicts.

Is there a risk of leakage or explosion during the operation of Porto Central?

As with any port operation, there are potential risks of leaks or explosions. However, these risks are managed through strict safety protocols, regular inspections and preventative measures. Furthermore, Porto Central will have a contingency and emergency plan, prepared in accordance with best industry practices and in collaboration with the competent local authorities. This plan will be designed to quickly respond to any incident and minimize its impacts, ensuring the safety of everyone involved and protecting the environment, in accordance with strict requirements determined by Ibama.

Won't the need for water to operate the port outweigh human and animal consumption needs?

For the implementation of Phase 1 of Porto Central, it will not be necessary to collect water from the Itabapoana River, as the water supply will be done through collection from deep aquifer wells (underground water). Therefore, under this condition, there will be no risk of overlapping needs.

 

For the overall port project (Masterplan), when it is necessary to capture water from the Itabapoana River, the risk of overlapping human and animal consumption needs will be minimized through the granting process that guarantees the maintenance of these needs to the detriment of other uses.

How will the port reduce the impacts of the movement of vehicles at its service?

The environmental conditions of Porto Central foresee the execution of a Road System Interference Mitigation Program (PMISV) with several plans, including the Regional Traffic Control and Monitoring Plan (PRCMT), already discussed and agreed with traffic authorities, municipal and state, active in AID.

 

This program foresees actions that will mitigate the potential impacts expected for communities along the roads and users of these, with signage, educational campaigns and permanent inspection of transporters of inputs to Porto Central, to increase traffic safety on these roads.

 

To maintain adequate future traffic conditions, when the following phases of Porto Central are installed and there is an increase in cargo circulation along the ES-162, improvements and expansion of this route are planned, including the implementation of three new road contours in a realization in partnership between the Municipality of Presidente Kennedy and the State of Espírito Santo, according to work recently announced.

 

As the installations of the next phases advance and the demands for road circulation of inputs and cargo to the port grow, the construction of the ES-060 Bypass is planned, which will bypass Porto Central and ensure independent access to the Nossa Senhora das Neves Church , the adaptation of the route and the expansion and paving of the section of ES-297, connecting BR 101 to Porto Central.
