No último dia 21 de maio de 2019, o Governo do Estado do Espírito Santo, por meio da Secretaria de Desenvolvimento, promoveu o Workshop “Espírito Santo: um bom lugar para viver e investir em petróleo e gás”, destinado a empresários e investidores do segmento.

O evento foi realizado no Hotel Sofitel Ipanema no Rio de Janeiro das 15:00 horas às 17:30 horas e contou com o apoio da Federação das Indústrias do Espírito Santo, por meio do Fórum Capixaba de Petróleo e Gás, e do Porto Central, e a participação de 120 empresários de diversas nacionalidades.

O evento contou com cinco painéis de apresentações. No primeiro, a Diretora do Departamento de Gás Natural do Ministério de Minas e Energia, Symone Araújo, apresentou o panorama do setor de gás natural no Brasil e as perspectivas para a abertura do novo mercado de gás, programa coordenado pelo Ministério de Minas e Energia, desenvolvido em conjunto com o Ministério da Economia, ANP, EPE e CADE para a formação de um mercado de gás natural aberto, dinâmico e competitivo.

A Diretora do MME também apresentou as perspectivas de aumento da oferta da malha integrada do gás natural nacional do pré-sal e gás natural importado via GNL, destacando o potencial do Espírito Santo para atender a demanda do mercado, através dos projetos em estudo no Porto Central por exemplo. “É um estado muito bem posicionado na malha de transporte de gás e apresenta portões interessantes, podendo se integrar à Minas Gerais e se transformar na rota principal deste insumo. É, ainda, muito competitivo em GNL (gás natural liquefeito)”, diz.

Nos painéis seguintes, o Diretor Presidente do Instituto Jones dos Santos Neves (IJSN), Luiz Paulo Vellozo Lucas, e o coordenador do Fórum Capixaba de Petróleo e Gás, entidade ligada à Federação das Indústrias do Espírito Santo, Durval Vieira, apresentaram dados relevantes que fazem do Espírito Santo e da Grande Vitória uma ótima opção de moradia, lazer e investimento no setor de óleo e gás.

Em seguida, o Auditor Fiscal da Secretaria da Fazenda do Espírito Santo, Luiz Cláudio Nogueira de Souza, em parceria com o Procurador do Estado da Procuradoria de Petróleo, Mineração e outros Recursos Naturais, Dr. Cláudio Penedo Madureira, abordaram o tema “Marco Regulatório do Estado para o setor de Óleo e Gás: Leis e Incentivos Fiscais”. Ambos mostraram que o Estado tem foco promover um ambiente de negócios competitivo e em parceria estreita com o segmento produtivo de petróleo e gás, de forma a assegurar segurança jurídica e atratividade a novos investimentos por meio de incentivos fiscais.

O último painel contou com as apresentações do Diretor do Porto de Roterdã Internacional, René van der Plas, e do Diretor Presidente do Porto Central, José Maria Vieira de Novaes, que destacaram as oportunidades para a indústria de óleo e gás no porto. O Secretário de Estado de Desenvolvimento do Espírito Santo, Heber Resende, fechou a programação, chamando a atenção dos empresários e investidores para o enorme potencial do Espírito Santo.

“Somos o único Estado com nota máxima no Tesouro Nacional, temos as contas públicas equilibradas, educação de ponta, qualidade de vida, infraestrutura, economia diversificada, atrativos incentivos fiscais, e uma localização privilegiada para atender à indústria de petróleo e gás. Os empresários que vierem para cá vão encontrar um estado preparado e estruturado para receber novos investimentos”, diz.

The event was held at the Hotel Sofitel Ipanema in Rio de Janeiro from 3:00 p.m to 5:30 p.m and it was supported by the Federation of Industries of Espírito Santo, through the Capixaba Oil & Gas Forum, and Porto Central, and the participation of 120 entrepreneurs of different nationalities.

The event featured five panels of presentations. In the first, the Director of the Natural Gas Department of the Ministry of Mines and Energy, Symone Araújo, presented the panorama of Brazil’s natural gas sector and the perspectives for the opening of the new gas market, a program coordinated by the Ministry of Mines and Energy, developed jointly with the Ministry of Economy, ANP, EPE and CADE for the creation of an open, dynamic and competitive natural gas market.

The MME Director also presented the perspectives for an increase in the supply of the integrated natural gas network of the pre-salt and imported natural gas via LNG, highlighting the potential of Espírito Santo to meet the market demand through the projects under study in Porto Central for example. “It is a state very well positioned in the gas transportation network and presents interesting gateways, being able to integrate to Minas Gerais and become the main supply route of this state. It is also very competitive in LNG (liquefied natural gas)”, she says.

In the following panels, the President of the Institute of Jones dos Santos Neves (IJSN), Luiz Paulo Vellozo Lucas, and the coordinator of the Capixaba Oil & Gas Forum, an entity linked to the Federation of Industries of Espírito Santo, Durval Vieira, presented relevant information that makes Espírito Santo and the Greater Vitória a good option for living, leisure and investment in oil & gas.

Next, the Tax Auditor of the State Treasury Department of Espírito Santo, Luiz Cláudio Nogueira de Souza, in partnership with the State Attorney for the Oil, Mining and other Natural Resources, Dr. Cláudio Penedo Madureira, addressed the theme “Regulatory Framework of the State for the Oil and Gas sector: Laws and Tax Incentives”. Both showed that the state is focusing on promoting a competitive business environment and in close partnership with the oil and gas industry, in order to ensure legal certainty and attractiveness to new investments through tax incentives.

The last panel was presented by the Director of the Port of Rotterdam International, René van der Plas, and the CEO of Porto Central, José Maria Vieira de Novaes, that highlighted the opportunities for the oil & gas industry in the port. The Espírito Santo State Secretary of Development, Heber Resende, closed the event, drawing the attention of entrepreneurs and investors to the unique potential of Espírito Santo.

“We are the only state with a high rating in the National Treasury, we have balanced public accounts, high education, quality of life, infrastructure, diversified economy, attractive tax incentives, and a privileged location to serve the oil and gas industry. The businessmen who come here will find a state prepared and structured to receive new investments”, he says.
